办证指南

一、办证对象

年满14周岁以上的中国公民和外籍人士，均可申办邢台市图书馆读者证。未满14周岁的少年儿童，在监护人的陪同下可申办邢台市图书馆少儿读者证。

二、读者证功能

1、阅览：可凭证查阅馆藏图书报刊、工具书、地方文献、音像资料、数字资源等；使用公共电子阅览室计算机。

2、外借：使用自助借还机或在指定区域服务台借还图书、期刊合订本等。

3、查阅电子资源：凭证访问本馆数据库获取电子资源；浏览电子报刊；借阅电子图书等服务。

4、少儿读者证仅可借阅少儿区的图书、报刊等文献资源，可阅览少儿数字资源，到成人区阅览图书、报刊，阅览数字资源需家长陪同。

5、优先参加读者活动。

三、读者证办理

1、读者证在二楼总服务台办理。每人限办一张读者证，首次办证免除工本费，退证后再次办理本馆读者证，图书馆收取读者证工本费10元。

2、持本人有效证件（身份证、户口簿）原件及复印件，如实填写《邢台市图书馆读者证申请表》，即可办理读者证。

3、邢台市图书馆成人读者证分两种，读者可根据自己的阅读需要选择相应的押金数额，办理相应读者证别。

（1）缴纳押金100元，即可办理读者证A证一张，可借指定区域的图书和期刊合订本共计3册（定价合计在押金数额内）。

（2）交纳300元押金，即可办理读者证B证一张，可借指定区域的图书和期刊合订本共计6册（定价合计在押金数额内，且一次所借期刊合订本不超过2册）。

4、办理少儿读者证的少年儿童，需在监护人陪同下，持户口薄原件及复印件，如实填写《邢台市图书馆读者证申请表》，交纳100元押金，即可办理少儿读者证。少儿读者证可借阅少儿区的图书、期刊合订本共3册（定价合计在押金数额内）。

5、读者证长期有效，每三年需验证一次，核对注册信息后方可继续使用。

6、读者证密码请自行设定，注意保密。

四、押金变更、挂失、补证、退证

1、押金变更：读者可根据借阅需求申请变更读者证功能（变更押金或年满14周岁读者由少儿读者证变更为成人读者证）。申请变更时须还清所借文献、交清所欠罚款，由本人持身份证（或户口本）原件、读者证，到总服务台办理相关手续，由少儿读者证变更为成人读者证时免收读者证工本费，因借阅需求变更押金办理新读者证时须缴纳读者证工本费10元。

2、挂失：读者不慎遗失读者证，请带有效证件（身份证、户口本）原件立即到本馆总服务台办理挂失手续，挂失前所造成的一切损失由遗失者自负。若又找到原证，可凭本人有效身份证件到图书馆总服务台解除挂失。

3、补证：读者证不慎遗失，挂失后又未找到原读者证，可凭本人有效身份证件（身份证、户口本）原件补办新证，原读者证同时作废。押金仍然有效。补办新证须还清所借文献、交清所欠款项，收取补证费10元。

4、退证：读者应妥善保管读者证，凭有效证件（身份证、户口本）原件、读者证办理退证手续，退证须还清所借文献、交清所欠款项，如果读者证丢失，需缴纳读者证工本费10元，方可办理退证手续，押金收据丢失原则上不予办理退证。退证时，读者证被故意损坏（包括折断、剪断、乱涂乱画等）须缴纳读者证工本费10元，正常磨损免收工本费。

Readers Registration Regulations

Ⅰ Registration object

Chinese citizens and foreigners over 14 years old could apply for the reader’s card of Xingtai Library. Children under the age of 14 ,who should be accompanied by their guardians ,could apply for the children reader’s card of Xingtai Library.

Ⅱ Functions of the reader’s card

1、Reading: With the reader’s card ,readers may consult library books and newspapers、reference books﹑local literature﹑audio-visual materials﹑digital resource etc, and they could also use the computers of the public electronic reading room.

2、Borrowing: Readers may borrow and return books、bound volume journals etc at the appointed regional desk or at the self-checkout machine.

3. Referring to electronic resources: With the reader’s card, readers may access to the databases of our library to get electronic resources.The readers can also scan through electronic press and borrow e-books etc.

4.With the children reader’s card, the readers could only borrow books, newspapers etc at children's viewing area, and could only read children's digital resources. If the children ,who want to read books、newspapers and digital resources at adult viewing zone,should be accompanied by their parents.

5. Readers who have the reader’s cards shall have the priority to join the reader's activities of the library.

Ⅲ Registration of the reader’s card

1. The reader’s card is applied for at the front desk on the second floor. Everyone could only have one reader’s card. Readers may get the reader’s card for free at the first time. If the readers apply for the card again after the withdrawal, they should pay 10 yuan for the cost of the card to the library.

2.With the original documents and the copies of their effective certificates(identity card﹑residence booklet),readers could have their reader’s card after truthfully filling Application Form for the Reader’s Card of Xingtai Library.

3. There are two types of adult reader’s card, and readers may select the appropriate deposit amount to have the corresponding reader’s card, according to their reading needs.

(1)Paying 100-yuan deposit, readers could have an A reader’s card, and could borrow three books and periodicals, of which the total price is in the deposit amount.

(2)Paying 300-yuan deposit, readers could have a B reader’s card, and could borrow six books and periodicals, of which the total price is in the deposit amount, and readers couldn’t borrow more than two volumes of periodicals.

4. With the original and the copy of their residence booklet, children who are accompanied by their parents may have reader’s card for children, when they truthfully fill Application Form for the Reader’s Card of Xingtai Library and pay 100-yuan deposit. Carrying children reader’s card, readers may borrow three books and periodicals at children's viewing area, of which the total price is in the deposit amount.

5. Reader’s card is valid forever, but it is required to verify every 3 years by checking the registration information.

6. Please set your own password and keep it secret.

Ⅳ、The change of deposit、Reporting the loss of reader’s card、replacement of reader’s card、return of reader’s card.

1、The change of deposit: According to reading needs, readers may apply for changing the functions of reader’s card(readers could change the deposit, and readers over 14 years old could change children reader’s card to adult reader’s card). If readers want to apply for changing, they should bring identity card (residence booklet)、reader’s card to carry out the relevant procedures at the front desk after returning the borrowed documents and paying off fine. It is free when readers change children reader’s card to adult reader’s card. Readers should pay 10-yuan cost if they change the deposit to apply for a new card according to reading needs.

2、Reporting the loss of reader’s card: Readers should bring effective certificates(identity card﹑residence booklet) to report loss at front desk as soon as possible once reader’s card is found lost carelessly. All loss because of the lost of reader’s card would be borne by the cardholder only. If readers find the lost card, they could bring effective certificates to relieve reporting the loss of reader’s card.

3、Replacement of reader’s card: If original reader’s card is not found after the loss, readers could bring effective certificates to get a new card, and at the same time the original reader’s card is invalid. But don’t worry, the deposit is valid. Readers should pay 10-yuan cost for the new card after  returning the borrowed documents and paying off fine.

4、Return of reader’s card: Please keep the reader’s card well. For any refund of the reader’s card, please produce it with effective certificates and reader’s card at the front desk, before returning the borrowed documents and paying off fine. Readers should pay 10-yuan for the cost of the card, if the reader’s card is lost, or if the reader’s card is damaged on purpose (including break-up, clipping, scribbling and so on).
